The GAO report also noted that OPM is operating “numerous hiring reform initiatives and tools” including:
The 2008 End-to-End Hiring Roadmap, which aimed to improve the hiring process from an applicant perspective.
The 2010 President’s Hiring Reform initiative aimed to address impediments to recruiting and hiring highly qualified employees and separate initiative that year to increase employment of veterans.
A 2011 initiative to increase employment of students, and recent graduates and separate initiatives that established the Veterans Employment Program Office and the Office of Diversity and Inclusion.
Establishment in 2014 of the “people and culture” cross-agency priority goal.
The 2015 Recruitment, Engagement, Diversity, and Inclusion (REDI) Strategy.
The 2016 Hiring Excellence Campaign.
In addition, there are numerous online resources, but in focus groups, hiring managers and HR officials had “mixed impression” about them, some finding them useful but others finding them fragmented and difficult to use, GAO said.
