A new Navy Civilian Workforce Framework lays out four main goals:
“An integrated military-civilian team, with the best people in the right jobs, all with a clear focus on the Navy mission.” This includes: routine acknowledgment of critical mission contributions and a workforce structure that reflects the optimum mix of military and civilians and that forecasts workforce demands and capabilities of the future.
“Navy civilian workforce education, training and development opportunities that support career progress.” This includes an emphasis on retaining high-performing employees, increased mentoring, training, rotation and other opportunities, and career progression and growth road maps by community or career field.
“Continual improvement in all stages of the civilian workforce career path.” This includes enhanced recruiting, funding programs responsive to mission needs, improved hiring, and use of analytics for career management.
“A governance mechanism to oversee progress and ensure a Navy-wide perspective.” This includes aligning workforce initiatives with mission, holding commanders accountable for achieving strategic goals of the framework, and clear metrics to evaluate progress.
The document is labeled “Version 1.0” in recognition that it is expected to change over time.
