Navy personnel feel that informal feedback from managers
is generally “fair, accurate and a reflection of the
managers’ level of knowledge about the work of their
direct reports,” according to an online performance
management survey conducted by the Corporate Leadership
Council in January and February.
The survey, a baseline comparison of the Navy and high
performing private companies – indicated “a strong
foundation to build on as we move forward into a
performance–based personnel management system,”
according to Patricia Adams, Deputy Assistant Secretary
of the Navy for civilian HR, who discussed the findings.
Employees indicated that the department provides
challenging assignments and responsibility, but that
while it is “supportive of appropriate risk taking,”
internal communication processes need to be better.
The survey also said employees identified room for
improvement in organizational flexibility and
performance management.
A summary of the results was passed on to senior leaders
of the major commands and CLC is preparing major
command-level reports to be used to strengthen
performance cultures, according to the HR office.
