The 59 executive departments and agencies that have employees represented by labor organizations, as well as the Government Printing Office and the Capitol Police reported 2,991,378 official time hours for in fiscal 2009 used by union representatives (77 percent of it in the "general labor-management" category), OPM has said.
OPM said the average number of official time hours used per bargaining unit employee rate was 2.58 percent, representing a slight decrease from fiscal 2008.
Compared to fiscal 2008, the total number of hours reported increased by 3.37 percent and the total number of employees in a bargaining unit increased by 3.91 percent in fiscal 2009 from 1,115,667 – 1,159,396 employees, the report said.
It said the cost of that bargaining increased by 6.93 percent in fiscal 2009, from $120,730,471 to $129,100,798.
