A report for Congress says that funding and staffing for agency inspector general offices may need to be boosted in light of new responsibilities being placed on those offices by laws such as the 2021 infrastructure spending law.

Those added duties raise the question of “whether IG offices have sufficient resources, including funding and personnel, to fulfill this new role and maintain their core audit and investigation functions. It is not clear yet how resource intensive this activity will be for IGs, but Congress may be asked to provide additional funding for this purpose in the future either in annual appropriations or other major legislation,” the Congressional Research Service said.

IG offices already had additional responsibilities for monitoring spending under the various pandemic relief measures, the report said, and the administration’s guidance regarding the infrastructure law calls for “a more proactive approach to addressing potential fraud and waste. This approach includes an emphasis on risk management and increased engagement with inspectors general to identify and address potential risks before they arise.”

That guidance for example calls for agency management and IGs to work proactively to identify cross-cutting risks in infrastructure spending, to work on risk mitigation strategies and to mitigate risk in policy implementation, it says.
