The Office of Personnel Management has hired four new
senior executives to “manage critical resources operations”
there, boasting that it did so in each case in less than 30 days
following the close of the announcements.
Michael Wilkin, who began his career in 1971 as a civil
service commission investigator and was most recently the
director of OPM’s Philadelphia oversight division, is tasked
with ensuring agencies follow merit system principles,
veterans’ preference and avoid prohibited personnel practices,
said OPM.
It said Francis Esquivel, an Army vet and former intelligence
and military analyst, was named assistant director for
examining and consulting services and will manage a $25
million fee-for-service business and 128 full-time employees
responsible for examining organizational design, providing
HR consulting and test administration to federal agencies.
William Jackson, a Navy vet and former director of the Navy
department’s Human Resources Service Center East, is the
new deputy associate director for human capital management
services and will be responsible for managing a full range of
agency-wide human capital management programs and
services, according to OPM.
The fourth new hire is Timothy Caddigan, formerly the
deputy assistant director of government and public affairs for
the Secret Service. OPM took him on as assistant director for
investigative services and said he will be responsible for
the daily operation of the personnel background
investigations office, as well as overseeing the six private
contracting companies that perform investigations for OPM.
