Voinovich’s bill would require that managers receive the appropriate training to judge the performance of their subordinates, make expectations clear to employees, and give constructive feedback.

Agencies would also be required to establish a program to provide training to supervisors on actions, options, and strategies a supervisor may use in communicating performance expectations and conducting employee performance appraisals, mentoring employees and improving employee performance and productivity, dealing with low-performing employees, and otherwise carrying out the duties and responsibilities of a supervisor.

Supervisors would have to complete training within a year of being appointed, and once every five years thereafter, and supervisors could receive credit for periods of similar training previously completed.

Each agency also would have to establish a comprehensive management succession program to provide training to employees to develop managers for the agency.

Office of Personnel Management director Linda Springer spoke in support of the bill, saying it would help ensure that pay is commensurate with performance “by requiring managers to receive the training necessary to make sound, objective judgments on employee performance, ensuring fairness.”
