
The Treasury Department has a new awards program for its employee for suggesting potential savings on contracts, called Savings Award for Verified Efficiencies (SAVE), in partnership with GSA.
Under the program, “Treasury GS or GS-equivalent employees can submit proposals for contract cancellations, descopes, or other cost-reducing actions within their program area. Approved actions that result in verified savings can earn employees an award of up to 1 percent of the savings, capped at $10,000 per contract action,” an announcement said.
Suggestions will be reviewed initially by Treasury and then by GSA to validate that the contract termination or scope reduction occurred as described and to confirm the claimed savings, it said.
The program, building on a similar internal GSA program called Defend the Spend, has the potential to be applied government-wide, it said.
The announcement follows one by OPM of a similar awards program for its own employees, in which employees who submit new, actionable cost-saving proposals will be eligible for awards equal to 5 percent of the annual savings generated, up to $10,000 per award. In addition to savings on contracts, the OPM program encompasses other areas of potential suggestions such as shifting work to in-house staff, selling unused assets, and expanding the use of technology.
