The total number of individuals deemed eligible for access to classified information increased by 232,628 from October 2012 to October 2013, but the number of individuals considered “in access” (those with actual access to classified information and not just an approval for access) fell by 27,064, the Director of National Intelligence has reported.

In a report on fiscal 2013 security clearance determinations, it said the total number of individuals—counting civilian federal, military and contractor clearance holders—in access as of last October was 3,091,977, while the total eligible but not considered in access was 2,058,402, for a total eligible number of 5,150,379.

The overall number of security clearance approvals (both initial and periodic re-investigations) fell from 798,618 to 777,168 in 2013.
