Procurement and policy officials from the agencies responsible for managing and coordinating the FAR rule-making process have agreed to create action plans with projected milestones to improve the FAR rule making process, GSA has announced.

It said the Office of Federal Procurement Policy and FAR rule making partners at GSA, NSAS and DoD met recently to come up with ways to improve the product quality and timeliness of the FAR process in order to remove barriers and increase transparency in federal government acquisitions.

They identified key improvements to the FAR rule-making process in the areas of team management, case management and training, and agreed to come up with action plans by March 31 for presentation to the FAR Council.

According to GSA, participants agreed on the need to create a flexible rule-making team structure focusing on timely decision making that can align with rapidly evolving demands on agencies, improve procedures to ensure quick resolution of critical acquisition policy decisions, reduce backlogs and streamline the process, as well as develop a comprehensive training program for procurement policy analysts to replenish the pool of expert and seasoned professionals expected to retire.
