OMB has announced that it is establishing a pilot program that agencies can opt into to produce an alternative report to the consolidated performance and accountability report, known as PAR.

The pilot is meant to explore different approaches to the presentation of financial and performance information and will allow agencies to tailor financial and performance reporting to their audiences, while complying with statutory requirements, OMB said.

For each agency the pilot would entail a financial report, to be published on the agency’s website by November 15 consisting of the “agency head message,” management discussion and analysis, financial statements, notes, audit report, management challenges, and other required information.

Agencies would also be required to produce an annual performance report containing detailed performance information required under the Government Performance and Results Act, as well as a highlights document summarizing key issues and indicating effectiveness and efficiency with key indicators.
