OMB has announced the formation of a new real property advisory committee tasked with identifying short-and long-term opportunities to realign and consolidate the government’s real property inventory by looking across agency portfolios and multiple government-wide initiatives that impact real estate needs.

The committee is being implemented as an interim measure while Congress considers a White House proposal – the Civilian Property Realignment Act – to set up real property commission that would operate in a similar way to DoD’s base realignment and closure process.

The commission, which Congress needs to approve, would bundle together proposals for what to do with federal properties in bulk, and Congress would then give it an up or down vote.

The interim real property advisory committee is to consist of three senior real property officers and four CFOs from major agencies selected by the OMB comptroller.

According to OMB memo M-11-22, it will work closely with OMB and GSA to recommend strategies to better align real estate with agencies’ missions, as well as provide recommendations to agencies on how to advance, continue, and further develop the real property management programs they are already undertaking.
