Nearly all the movement on the Office of Management and Budget’s most recent quarterly management ratings scorecard was in the e-government category, one of the five main initiatives of the president’s management agenda.

The movement was down. The Departments of Commerce, Defense, Justice, Transportation and Office of Personnel Management all dropped to red on the traffic-light style report card, while the Environmental Protection Agency, Department of Housing and Urban Development, NASA, and the Small Business Administration dropped to yellow. Only the Social Security Administration improved in that category, to green.

OMB partly blamed Congress for e-gov improvements taking longer than other categories such as budget and performance integration, for which it rated DoJ green this quarter, saying “senior managers regularly meet to assess agency performance and use that information to make management decisions.”

It wants Congress to provide more funding for e-gov, and for agencies to fight harder to “reprogram the funds necessary to cover the costs of the services called for by the initiative.”
