OMB has announced that it surpassed a goal set in 2010 to recapture $2 billion in overpayments to contractors by the end of this fiscal year, nearly six months ahead of schedule.

Last year OMB announced the government-wide improper payment rate decreased to 4.7 percent, down from 5.4 percent in 2009, helping to prevent $20 billion in improper payments in 2010 and 2011 combined.

Recapturing $2 billion in overpayments was largely the result of hundreds of millions of dollars in recoveries from the Medicare Fee-for-Service Recovery Audit Contractor Program.

OMB said some agencies are already using a no-pay list for prepayment reviews – which is set to become a requirement.

Agencies such as Treasury, the Government Printing Office, and the National Archives Records Administration are already using this no-pay solution to vet payees, and others such as the Department of Agriculture, the Department of Veterans Affairs, the Small Business Administration and the Department of Labor will be on board in the coming months, OMB said.

It said it expects every major agency to be leveraging the no-pay list solution (more information available at paymentaccuracy.gov) by next spring.
