
OMB has issued guidance to agencies on preparing for a Presidential transition, reminding them of obligations including designating senior career employees agency-wide and in each major component to oversee transition activities.
“Where agencies have multiple components and subcomponents, working groups can be established to discuss the status of transition preparations at all levels of the agency,” says memo M-24-17.
Agencies also must prepare briefing materials “with the needs of the intended audiences in mind” to address topics including an overview of the organization; the top five to ten most pressing operational items a new administration will have to handle immediately after Inauguration; a budget overview; the current leadership structure; and congressional considerations.
However, they “should not engage with transition teams or their authorized representatives on any matter related to their official duties without prior written approval from the OMB Deputy Director for Management or the Federal Transition Coordinator.”
Agencies also must ensure that a succession plan is in place for each senior noncareer position and prepare to off-board departing political appointees, it says. That is to include materials and briefings on ethical restrictions, health insurance and other benefits issues, and points of contact.
Also, “upon the determination of the apparent successful candidates for each of the offices of the President and Vice President,” it says, agencies are to receive and provide information to agency review teams from the candidates. If there is a period of “multiple apparent successful candidates,” once one “becomes the sole apparent successful candidate” or “is solely treated” in that way, information is to be provided only to that one, it adds.
