OMB has issued guidance for OMB resource management offices and their agency counterparts for completing the 2007 program assessment rating tool assessments and reassessments — which are often used as the rationale behind budget decisions as well as to identify areas of agency operations that need improvement.

According to the guidance, No. 2007-02, agencies have until March 30 to give OMB RMOs access to their PART drafts, which should have all questions answered and explained, as well as propose performance measures and give accompanying data. 

By April 27, agencies should be prepared for a "consistency check," in which "yes" answers to multiple part questions will be checked to ensure they address all elements.

OMB mentioned just two changes this year. One is that the option for an abbreviated reassessment has been eliminated, so that a program reassessment must have updated responses for all questions.

The other change is that the guidance on efficiency measures has been expanded to account for different types of measures that can be useful for managing and meet the PART requirements.
