Agency IT security program officials need to be held more
accountable for the security of their programs and
operations, the Office of Management and Budget has said
in its 2003 IT Security Management Report.
It said that evidence of a lack of understanding among
IT security personnel translates to a lack of
accountability, and that many areas of concern that it
identified for fiscal 2002 went unchanged in 2003.
For example, OMB said the continued security weaknesses
of legacy systems even as security for new IT investments
is properly carried out, shows a lack of adequate
prioritizing in IT funding decisions. The full report is
