OMB’s deputy director for management, Clay Johnson, told the same panel that OMB is meeting with each agency’s senior career transition coordinator to discuss best practices, answer questions, and ensure that everyone understands the needs of both the incoming and outgoing administrations.
Johnson, who served as executive director of the 2000 – 2001 transition, is again part of the outgoing administration’s transition effort and said the White House has met with transition representatives for the major party candidates and will continue to do so in order to assist and advise them to prepare to get their teams up to speed quickly.
By January 2009 agencies are to have established their fiscal 2009 management practice goals and plans in order to effectively address both management and human capital challenges, Johnson said.
He added that by communicating those goals to employees and the public in general that agencies will continue to focus on desired program, high risk, and management outcomes while the new administration is assembling and preparing to establish its own priorities.
