The Office of Management and Budget has issued guidance on
implementing a government-wide across-the-board spending
reduction required by the fiscal 2006 Defense authorization
act.
According to the guidance, the act rescinds an amount equal
to one percent of the budget authority provided -or
obligation limit imposed – for fiscal 2006 for any
discretionary account of the act and in any other fiscal
year 2006 appropriation act; for the budget authority
provided in any advance appropriation for fiscal 2006, for
any discretionary account in any prior fiscal year
appropriation; as well as the contract authority provided
in fiscal year 2006 for any program subject to limitation
contained in any fiscal year 2006 appropriation act.
OMB said reductions have to be made proportionately to
each program, project, and activity within each account,
but that appropriations designated as an emergency pursuant
to section 402 of the 2006 budget resolution and
appropriations made to the Department of Veterans Affairs
are exempted.
