OMB’s administrator for e-gov and IT, Karen Evans, told the House government management subcommittee at a recent hearing that the executive branch is making steady progress implementing HSPD-12, and that OMB would continue to use quarterly reporting and agency IT budget planning documents to track performance metrics.

She also said that in anticipation of agencies planning to integrate the use of the cards with physical access systems, NIST and the Interagency Security Committee among others have developed guidance – “A Recommendation for the Use of PIV Credentials with Physical Access Control Systems,” that was released on April 1 for a 42-day comment period.

Kathy Dillaman, the associate director of OPM’s federal investigative services division, noted that in fiscal 2007 the agency received 285,000 requests for NACI level investigations — an increase of 40 percent from fiscal 2006 levels, primarily attributed to implementation of HSPD-12.

She said OPM was trying to optimize the current process by maintaining adequate staffing, building partnerships with information suppliers, and through a greater use of IT.

This year, OPM’s suite of automation tools that support the investigations and adjudications process – dubbed EPIC — will allow for total end-to-end paperless processing for those agencies that are prepared to use them, said Dillaman.

She said OPM was also partnering with the DNI and DoD for more significant reforms.
