The federal CIO is developing a technology fellows program as well as an accompanying recruiting infrastructure as part of the White House’s 25-point federal IT management reform plan.

The fellows program will partner with universities and technology programs in order to develop a talent pipeline and specifically target competency gaps identified by agencies in their human capital management reports.

OMB hopes the program will cut bureaucratic barriers to entering public service and provide access to unique career opportunities in government agencies, while providing new fellows with relevant training in large IT program management.

According to the plan, the federal CIO, OMB and OPM will develop over the next year and a half a process to support and encourage the movement of program managers across government and industry.

IT program managers with experience on specific types of programs or with specific types of systems should have opportunities to apply this experience on similar programs across government while program managers should be given opportunities to learn from leading private companies, the plan said.
