As the 11,000 employees in spiral 1.1 are brought in to
the new system about 85 percent will be eligible for a one
time prorated within-grade increase according to the handbook.
It said the amount of the buy-in corresponds to the number
of calendar days each employee has accumulated toward his
or her next within-grade-increase.
To receive the bump, employee performance must be acceptable,
and employees must be in step 9 or lower of their current grades.
The handbook said no one would loose pay upon converting
to the new system. Conversion happens automatically and
employees’ permanent positions of record convert from the
GS to the NSPS classification structure without a change
in roles and responsibilities.
