OPM has launched an online version of the “Plum Book” under a law enacted in late 2022 designed to provide wider access to that listing of SES and other positions that can be filled by political appointment.

The Plum Book—formally, “United States Policy and Supporting Positions”—traditionally has been updated only once every four years at the beginning of a new Presidential term. Language attached to a defense spending bill required that it be updated more frequently and be put in a format to make it more easily searchable by agency, subcomponent, type of appointment and more.

In a notice on the new site, OPM said it “has not certified that the contents of this website are complete, accurate, reliable, or up-to-date” and that over the next three months it “will update the data and work with the White House Office of Presidential Personnel to confirm the completeness, accuracy, and reliability of the information provided by agencies on this website. A certification will be published at the end of the review period.”

“Information for covered federal entities not included in prior Plum Books, as well as those that were established after the publishing of the 2020 Plum Book, will be included in 2024. Additional information published in 2024 will include salary data (for officials without a grade or level of pay), acting incumbencies, and historical incumbencies,” it said.
