Due to the rapid transition to a new performance-based pay
system, the Office of Personnel Management is delegating
responsibility to the heads of departments and agencies
for making exceptions to the rule that a senior executive’s
basic rate of pay cannot be adjusted more than once in a
12-month period, said OPM in a memo for agency and
department heads.
Prior to this announcement, agencies and departments has
to go to OPM for permission to increase an SES member’s
basic pay rate, not to exceed level III of the Executive
Schedule (currently $144,600). Now agencies may give
executives a merit-based raise more than once in a
12-month cycle, said OPM.
OPM said the delegated authority will remain until the
new pay system is established. For additional guidance,
