The Office of Personnel Management has approved the use of the “chief human capital officers council HR management competency model” for recruitment and selection, after being reviewed by federal HR specialists.

It said it initiated a survey in January of federal HR experts to collect data necessary to affirm the model, which agencies are using during the “proud to be III” cycle in order to establish targets and develop strategies for closing competency gaps in the HR specialist workforce.

The competencies are confirmed for use in selection at grades GS-13 or equivalent and above, with a subset confirmed for each grade below GS-13 or equivalent, according to OPM.

It said that the competencies confirmed must be used in conjunction with the OPM group coverage qualification standard for administrative and management positions, covering the HR specialist 0201 occupation.
