OPM in a memo on chcoc.gov has called agency attention to an update to its Handbook on Leave and Workplace Flexibilities for Childbirth, Adoption, and Foster Care that takes into account changes in law and policies of recent years.

Those include the entitlement to paid parental leave to eligible employees; an expansion of the types of civilian and military service that count for eligibility Family and Medical Leave Act eligibility (on which paid parental leave depends); and the entitlement to two weeks of parental bereavement leave on the death of a qualifying child.

“The Handbook explains various leave and workplace flexibility options that can be used separately or in combination to help an employee balance work and family life related to childbirth, adoption, and foster care. It contains many tips and scenarios that explain the finer points of the use of leave and work schedule flexibilities for these purposes that result from OPM’s interactions with our customers and our understanding of their needs and questions,” OPM said.

It added: “OPM encourages agencies to share this Handbook with their employees and ensure employees are aware of the various leave and workplace flexibilities available to them, including paid parental leave for those who are eligible. Employees need to understand these options so they can take full advantage of these flexibilities and determine which ones are right for them.”
