OPM has announced that it is developing a tool agencies can use to assess whether senior executive service performance-oriented pay systems are meeting full certification criteria.
The tool will resemble the OPM performance appraisal assessment tool — PAAT, which agencies currently use to assess general schedule appraisal systems, OPM said.
It said it is developing the tool as part of its review of the first agency human capital accountability reports, which benchmark progress on workforce management, merit principles compliance, strategic workforce planning.
OPM stated it will be working with stakeholders to refine the SES PAAT, and that it plans to release the tool and conduct workshops on how to use it before the end of the calendar year.
It will continue to collect data on SES ratings, pay and awards as a separate, annual action, but says it would like agencies to use the PAAT system as a way to support certification requests.
However, in the meantime, OPM said agencies should review and report on the status of SES performance-oriented pay, using a modified template to include SES performance system assessment.
