OPM has expanded the authority for temporary appointments of political appointees in their senior ranks that it granted to agencies in an Inauguration Day memo.

OPM at the time delegated a temporary allocation of noncareer SES appointments authorities to all agencies, up to the maximum 25 percent limit by agencies of noncareer members of their SES, with appointments allowed only through February 15 and for a maximum of 30 days.

“Since that time, several agencies have identified their need for additional time for these appointees to effect transition in agency policies and programs and to complete pre-appointment actions,” OPM said in the new memo, at chcoc.gov. It extended the end date of such appointments to the later of May 31 or 60 days after the appointment date.

The memo also reminds agencies that those appointed under “temporary transition Schedule C” (TTC) are generally limited to 120-day appointments but that may be extended once for an additional 120 days, without OPM approval.
