The Office of Personnel Management has issued final
regulations in the August 2 Federal Register implementing
the federal career intern program, something it says will
help agencies recruit and retain expertise and competencies
from a range of academic disciplines.
Effective September 1, the rules keep the interim regulation
issued in 2000 largely intact but make a few changes for
clarity in response to comments and requests from eight
agencies.
Career interns are generally appointed to a two-year stint,
consistent with the time served by individuals appointed
under the Presidential Management Fellows Program and those
appointed under the Veterans’ Recruitment Act Program,
though career intern appointments do not require the use
of “not-to-exceed dates” as with other temporary
appointments, according to the regulation.
It said an FCIP appointment is not treated as temporary or
time-limited because the rules permit non-competitive
conversion to a permanent job.
