OPM and GSA have lowered, effective immediately, the Contract Access Fee under the Human Capital and Training Solutions (HCaTS) program, through which OPM provides subject matter expertise and GSA provides contracting expertise.
Lowering the fee from 2 percent to 0.75 percent “will make the program more competitive,” GSA said, while OPM said it “removes a cost barrier of the HCaTS contracts, which provides a strong incentive for federal agencies to use them.”
The program offers customized training and development, human capital strategy and organizational performance improvement services and has been designated a best-in-class category management program.
