
OPM has issued a new competency model for GS-0201 series HR management positions, be “used in agency efforts such as workforce planning, training and development, performance management, recruitment, and selection.”
“Since 2001, the Government Accountability Office has designated strategic human capital management as a government-wide high-risk area in part because of the need to address current and emerging skills gaps that are undermining agencies’ abilities to meet their missions,” says a memo on chcoc.gov.
The issuance follows a government-wide study that “painted a comprehensive picture of human resources management work across the federal government,” it says. In addition to general requirements, it contains specific competency models for HR specialty areas such as recruitment and placement, job classification, employee relations, labor relations, performance management, and more.
