The Office of Personnel Management has issued chief human
capital officers guidance on creating performance standards
for IT training, required by the e-gov act of 2002 — and
said it would begin tracking agency IT training results in
the human capital scorecard under “workforce planning
standards for success.”
OPM and the chief information officers council have
developed an online tool to allow agencies to assess the
skill level of their IT workforces, identify competency
gaps, and link them to training opportunities —
available at www.golearn.gov.
“Once an agency has determined its specific IT training needs
and a strategy to meet them, it must develop agency and
program-specific performance standards to measure the
effectiveness of that strategy,” said OPM.
To that end, it recommended that agencies use its “guide to
