In order to ensure that they follow merit principles
agencies are required to provide quarterly and final reports
on their use of Voluntary Early Retirement Authority and
Voluntary Separation Incentive Payments, the Office of
Personnel Management has announced.
It said new data collection forms are to be sent to chief
human capital officers and human resources directors.
Expanded authority to the Chief Human Capital Officers Act
of 2002 allows agencies to seek VERA from OPM in order to
delayer, restructure, or reshape their workforces, as well
as to offer VSIPs.
In 2001, early retirement offers were made to 80,564
employees compared to approximately 97,150 offers made in
the seven-month period from June 2003 to the present, as
