
OPM has issued a “Workforce of the Future” playbook on hiring, career development and other personnel issues common across federal agencies and reflecting Biden administration priorities for the federal workforce.
The playbook contains “the specific actions or plays agencies can take, organized based on the three pillars of the vision. Some of the plays are new and some rely on existing authorities and practices that have not been fully utilized but, if implemented, will serve as the foundation for a future that sees improved effectiveness and efficiencies in the federal government,” says a memo on chcoc.gov.
“Each play in the Playbook includes promising practices from other agencies as well as tools and resources. The Playbook is aligned with OPM’s strategic plan and advances the workforce priority of the President’s Management Agenda,” it adds.
The playbook is a follow-up to a vision document OPM released last March for what it called a “workforce of the future that is inclusive, agile and engaged, with the right skills to enable mission delivery.”
Topics addressed include: strategic workforce planning; strategic recruitment; skills-based hiring; pooled hiring / shared certificates; integration of AI technology; organizational health; employee health and well-being; data driven workforce decisions; career pathing and employee development; early career talent; fostering an inclusive work environment; and inclusive outreach strategy.
