OPM has showcased the Social Security Administration’s recruitment
initiatives in a follow up to a report on industry shared HR services.
The report presents a collection of practices that may be useful
to agencies as they transform to new HR delivery models, roles,
structures and methods.
It said that in response to increasing hiring demands across its
1,300 locations as well as frustration with a laborious government
recruitment and hiring process, SSA has devised a blended recruitment
solution combining user-friendly automated tools and human interaction.
According to the report, SSA has been successful emphasizing the
"human" side of hiring services backed by HR technology and in
support of its overall strategic management of human capital – SSA
was ranked seventh out of 30 large agencies recognized for being one
of the best places to work in the federal government.
The agency also surveys internal management for satisfaction,
captures time-to-hire data, and it surpasses the government average
across multiple performance dimensions in the CHCO Council’s
management satisfaction survey.
OPM said the agency has emphasized the need to make automated
products such as USAJOBS and USA Staffing as user-friendly as possible
in the job search and application process and built a recruitment
site with agency-specific information linked to the resume builder
and job search engine of USAJOBS.
Further, SSA continues to utilize an operational governance structure
that enables leadership to work closely with OPM’s "automated management
support group" and the "employment information workgroup" to
continually enhance and improve HR solutions, according to the report.
