
OPM has loosened requirements for small agencies that hire in relatively small numbers and which in many cases contract with a shared service provider for that work.
A memo on chcoc.gov notes that all agencies that fill competitive service jobs through a competitive process open to all U.S. citizens using delegated examining authority are required to hold an interagency delegated examining agreement with OPM, which among other things requires having an official holding a delegated examining certificate.
The memo waives that requirement if agencies meet certain criteria listed there, while also allowing an annual audit requirement to be met by the shared service provider rather than the agency itself. However, it adds that the agency “is still ultimately accountable for the work, the appointments made, maintaining related documentation, and taking any corrective actions necessary.”
Further, it said, the changes do not apply to agencies that do not have an interagency delegated examining agreement with OPM but instead contract with OPM’s HR Solutions program.
