OPM has moved to broaden the potential for Pathways Program participants to be placed in other agencies if positions are not available in their own agencies when they complete their time under that program.

The announcement, in a memo at chcoc.gov, affects the Pathways Internship and Recent Graduates programs that—along with the third piece of Pathways, the Presidential Management Fellows program, which is not affected—provide on the job experience with the potential for conversion to permanent or term competitive service positions.

The Pathways Intern Talent Program and the Recent Graduates Talent Program are now operative on the USAJOBS agency talent portal feature available to federal employees who work in recruitment, it said. OPM earlier conducted what it called a “soft launch” of the former with briefings and demonstrations for agencies and will now do the same regarding the latter, it said.

“We encourage agencies to take advantage of this readily available pool of early career talent when filling vacancies. The Pathways Interns and Recent Graduates chose to opt-in to the respective Talent Programs because despite meeting program requirements, their employing agencies were unable to convert them,” the memo said.

The programs “facilitate a way for agencies to effectively identify Pathways Interns or Recent Graduates to provide them with the option to be considered for conversion at other agencies. It also speeds time to hire for agencies that can fill vacancies non competitively with Pathways Interns or Recent Graduates who have already completed Pathways Program requirements and been found qualified,” it said.
