The White House plans to nominate the controller and head of
the Office of Federal Financial Management in the Office of
Management and Budget, Linda M Springer, as the next director
of the Office of Personnel Management, replacing Dan Blair
who is standing in.
As controller, Springer set and oversaw the implementation
of financial management policy for the Executive branch,
and is responsible for implementing financial management
improvement priorities set by the President, OPM said.
If confirmed, she would join the agency while it helps
roll out massive new personnel systems at the Departments
of Defense and Homeland Security, and also takes on a much
larger investigative role with the transfer of the Defense
Security Service to OPM’s Center for Investigative Services.
Springer served as counselor to the deputy director for
management at OMB from September 2002 until confirmation –
and OPM noted that during her tenure she helped reduce the
year-end reporting time from five months to 45 days,
established a Sarbanes-Oxley equivalent internal control
assurance requirement for federal agencies, and oversaw
the first full assessment of all federal expenditures for
risk and improper payments.
Prior to joining the Bush administration she was senior VP
and controller of the insurance, annuity and financial
services company, Provident Mutual, where her duties
