OPM has started offering online training for agency officials on the use of “structured resume reviews” as part of the administration’s initiatives on hiring that includes greater involvement of subject matter experts, or SMEs, in candidate assessment.

Those reviews involve “a systematic process to review an applicant’s resume and come to agreement on whether the applicant has the required specialized experience necessary to successfully perform the job,” says the announcement memo.

While they don’t result in a quality or ranking score for a candidate, by using them “agencies can leverage SME technical knowledge to improve the quality of candidates referred to the hiring official.”

Such reviews are suitable for positions that are highly specialized or technical; at a grade level for which an applicant must qualify based on specialized experience); and are likely to have a smaller applicant pool, multiple selections are being made, and agencies can dedicate a larger number of SMEs, it said.

The course is designed for “experienced HR specialists proficient in conducting job analyses, writing specialized experience statements, and providing guidance and direction to hiring managers.”
