
OPM has directed agencies to send it by July 1 a list of their politically appointive positions, which it then will pass to the Republican and Democratic Presidential candidates under terms of a 2004 law.
A memo on chcoc.gov says that information is to include:
- all positions which are appointed by the President, including the title and description of the duties of each position;
- the name of each person holding such a position;
- any vacancy in such a position and low long it has been vacant; and
- the date after the election when an appointment for the position “is necessary to ensure effective operation of the government.”
The memo is one of the routine directives to agencies in Presidential election years for transition activities, either to a new administration or to the second term of an incumbent one. OPM recently issued a standard memo reminding agencies of restrictions against appointees “burrowing in” to career positions and of restrictions against paying awards and bonuses to appointees in the last six months of this year.
The GSA and the Office of Government Ethics also issue transition guidance during a Presidential election year, also applying regardless of the outcome of the election.
