OPM has posted an online “hiring toolkit” designed for managers, HR professionals and others involved in the hiring process.

The site at hru.gov addresses issues such as understanding the differences between the competitive service, the excepted service and the Senior Executive Service; merit system principles; prohibited personnel practices; and veterans’ preference.

It describes steps such as validating the need for the position; requesting a personnel action; reviewing and updating position descriptions; job vacancy announcements; evaluating applicants; conducting interviews; initial and official offers; and entrance on duty.

Also detailed are special appointment authorities for veterans; Schedule A for individuals with certain disabilities; Schedule D for the Pathways Program; direct hire; merit promotion; and non-competitive hiring authorities including for military spouses and Intergovernmental Personnel Act appointments.

The site also describes pay-setting considerations, including use of superior qualifications and special needs flexibilities; recruitment and relocation incentives; and the student loan reimbursement program.
