
OPM’s latest notice of intended rule-making lists several hiring-related policies ordered by laws of the last several years which it intends to finalize. These would:
* Define when during the hiring process a hiring agency can request information related to criminal history from an applicant for federal employment; create procedures under which an applicant may bring a complaint of a violation of those policies; and define procedures for taking adverse action against an agency employee found to be in violation.
* Allow agencies to share a competitive certificate of eligibles with one or more appointing authorities for the purpose of making selections of qualified candidates/
* Expand special authorities for hiring post-secondary students and recent college graduates into competitive service positions.
* Allow certain current and former land management employees to compete for permanent positions in the competitive service at a land management agency when the agency is accepting applications from individuals within the agency’s own workforce under merit promotion procedures; or any agency that is accepting applications from individuals from outside its own workforce under merit promotion procedures.
