The Office of Personnel Management has proposed changing the employee awards program in such a way that it says would ensure better performers receive greater recognition by clarifying the use of performance-based cash awards so they make meaningful distinctions among levels of performance.

It proposed in the June 21 Federal Register to amend the incentive awards regulations in the Code of Federal Regulations to ensure that employees with higher performance ratings are granted larger cash awards, as a percentage of basic pay, than those with lower ratings.
