OPM grouped responses to certain questions into four categories that correspond to a human capital strategic plan called the HCAAF, and as in the past relatively smaller agencies dominated the rankings.
The Nuclear Regulatory Commission finished first in leadership and knowledge management; talent management; and job satisfaction, and second to the National Science Foundation in results-oriented performance culture. NSF finished in the top three in the other three categories, while NASA placed in the top five in all four and OMB placed in the top six in all four. Other relatively small agencies appearing in the top 10 in one or more categories included Federal Energy Regulatory Commission, Federal Trade Commission, and Agency for International Development, and GSA.
Among cabinet departments or large independent agencies, the only appearances were by State, Commerce, Justice and SSA.
OPM also ranked agencies by improvement in those categories, with the Small Business Administration and the Court Services and Offender Supervision Agency showing the most improvement. OPM itself and DHS also showed notable improvements.
