OPM has asked agencies to provide position descriptions, vacancy announcements, crediting plans, training plans, performance management plans and any studies related to cybersecurity workers by January 15 to inform the development of workforce competency models.

OPM, the CIO Council and a Chief Human Capital Officers subcommittee are identifying the critical elements of success for the cybersecurity workforce, ensuring classification, selection, development, and performance management programs are based on a valid framework.

OPM said they would be seeking assistance on identifying subject matter experts to review draft task and competency lists and to coordinate a survey planned for around May.

Agencies are also being asked for information on cybersecurity workforce recruitment efforts, challenges and outcomes.

Where possible, OPM, the CIO and CHCO Councils will be developing competency models using categories outlined in the IPC cybersecurity work group, OPM said.

Those include IT infrastructure, operations, maintenance and information assurance; domestic law enforcement and counter-intelligence; and, specialized cyber-security operations.
