The Office of Personnel Management has issued a memo reminding
agencies that SES appraisal systems will not be certified for
2006 if agency performance plans do not hold executives
accountable for achieving measurable business outcomes.
As agencies complete OPM’s performance appraisal assessment
tool for both SES and non-SES performance plans, it said some
agency plans are weak in measuring results or setting targets.
OPM warned that programs will not score well if performance
plans do not include this focus, and nor will beta sites
identified last quarter meet the green standard for performance
culture, but OPM said it would work with agencies to improve
any weaknesses to their appraisal programs.
“All assessments of appraisal programs for both SES and non-SES
employees, whether through certification or the PAAT, will
review how well the agency has incorporated a results-focus into
its appraisal process,” wrote OPM director Linda M. Springer.
She said that for programs being certified for 2007, that OPM
expects to see over 50 percent of an executive’s or employee’s
performance plan focusing on achieving results.
