OPM has told agencies to report by December 1 on their compliance in fiscal 2011 with the Disabled Veterans Affirmative Action Program and to submit their fiscal 2012 plans by that date as well.

Agencies are to describe the methods used to recruit and employ disabled veterans, especially those with 30 percent or more disability ratings, methods used to promote internal advancement, how agencies monitor compliance with internal policies. Where agencies have not made progress in implementing their affirmative action plans they must cite the reasons and lay out specific plans for overcoming those obstancles.

OPM noted that during the past fiscal year it visited several agency headquarters and field activities “to better understand how the DVAAP was being administered. We plan to conduct additional site visits in FY 2012 to assess the program’s effectiveness.”

Employment of veterans, especially those with disabilities, has been a major emphasis of the Obama administration’s civil service agenda.
