The seven federal agencies with the most added responsibilities under the 2021 Bipartisan Infrastructure Law have exceeded their goals of adding 5,800 positions by about 300, with an additional 1,000 expected to be hired in fiscal 2024, OPM has said.

OPM cited steps including having its staff assist agencies with hiring, workforce planning and recruitment efforts; issuing a “talent surge executive playbook” describing authorities to strategically plan, recruit and hire staff; creating a dedicated page on usajobs.gov; developing dashboards for internal agency use to track announcements, hiring targets and time-to-hire metrics; and encouraging agencies to use flexibilities such as Schedule A hiring authority.

Affected agencies include Agriculture, Commerce, Energy, Homeland Security, Interior, Transportation and the EPA.
