The order also includes modifications to the Presidential Management Fellows program, which is designed to attract grad students. PMF fellows must have received, within the last two years, an advanced degree, and will given responsibilities consistent with qualifications, backgrounds, interests and agency needs.
The order amends civil service rules to allow OPM to except certain positions from the competitive service if it determines recruitment from among students or recent graduates can be better recruited through alternate means.
It also calls on OPM to establish a cap on the number of noncompetitive conversions to the competitive service of interns, recent graduates or PMFs, to apply veterans preference, and to require agencies to designate Pathways program officers.
