While OPM has not yet released agency-by-agency data from this year’s Federal Employee Viewpoint Survey, aggregated data by agency size again show a general pattern of scores declining by agency size in the indexes compiled from responses to related questions.

For example, the employee engagement score of 73 percent positive—up 1 point from 2023—government-wide matched the 73 score for “very large” agencies, defined as those with at least 75,000 employees. The score was 74 for large agencies (10,00075,000), 76 for medium-sized agencies (1,000-10,000), 77 for small agencies (100-1000) and 76 for very small agencies (under 100).

Similarly, the 65 percent positive global satisfaction score—also up 1 point—government-wide matched the score for large agencies. But the scores in the other four size categories in descending order were 66, 70, 70 and 69.

Also, the 74 percent positive employee experience score—again, up 1 point—government-wide matched the score for large agencies, while the other four were 76, 79, 79 and 81.

A similar pattern showed in the performance confidence index, where scores increased with decreasing agency size from 84 to 91 and in the DEIA index from 72 to 76.

Those figures reflect the dominance of the agencies falling in the “very large” category in terms of overall federal employment. In the latest accounting of the federal workforce of 2.26 million excluding the Postal Service and intelligence agencies, agencies of that size—DoD, VA, DHS, HHS, Justice, Treasury and Agriculture—accounted for nearly 1.9 million, more than 80 percent of the total.
